The three-member team of interlocutors Sunday visited the Srinagar central jail, met the state police chief and the local editors besides a delegation of tribals.
The three-member panel formed by the government to hold 'sustained dialogue' with the people of Jammu and Kashmir including separatists is expected to submit its report within a year.
The former finance minister also said the centre should find out the areas in Jammu and Kashmir where autonomy can be given.
Security bunkers manned by the central armed paramilitary forces are being set up in many areas of Srinagar where these were removed between 2011 and 2014 following the overall improvement in the security situation across Kashmir.
